Understanding Nuclear Weapon Risks



UNIDIR has just published this collection of papers by experts on the nature and causes of nuclear risk. The same experts will be panellists in a risk symposium that will take place at the Palais des Nations on 10 April (see our previous blog).

UNIDIR's Director, Mr Jarmo Sareva, notes in the Foreword to the publication that irrespective of differences in how States perceive nuclear weapons, it is apparent that a closer understanding of the components of risk surrounding the safety and security of nuclear weapons is warranted—with a view to reducing the probability of nuclear detonation events.

Given the enormous lethality of nuclear arms and their potential for global disruption, all States share an interest in prevention, something the President of the International Committee of the Red Cross noted at the 32nd International Conference of the Red Cross and Red Crescent Movement in December 2015.

In 2017, a facts-based discourse that engages the broader international community on reducing nuclear risks has never been more important. This publication and a symposium presenting its findings to multilateral policy practitioners on 10 April are intended to contribute to such dialogue.

Nuclear disarmament: New UNIDIR/ILPI Study


This study by UNIDIR and ILPI surveys the existing legal framework regulating nuclear weapons internationally, and assesses the scope and parameters of the Nuclear Non-Proliferation Treaty (NPT), nuclear-weapon-free zones (NWFZ) and international humanitarian law (IHL). 

It considers whether a nuclear weapons prohibition or ban treaty—the most recent approach to attract attention in the nuclear disarmament debate—could enhance the current nuclear weapons control regime.

In an effort to situate the notion of a prohibition within the existing multilateral debate on how best to eliminate nuclear weapons, the study identifies and discusses four distinct, but not mutually exclusive, approaches:
 - A ‘comprehensive’ approach,
 - A ‘framework’ approach,
 - A ‘step-by-step’ or ‘building blocks’ approach, and
 - A prohibition or ban treaty.
The study addresses ambiguities and overlaps among these means for advancing nuclear disarmament.

The study also analyses legal provisions that could be covered in a prohibition. These might include prohibitions on use, development and testing, manufacturing and production, transfer, transit, stationing and deployment, possession and stockpiling, assistance in the commission of prohibited acts and inducement or encouragement. Additional provisions could establish obligations related to stockpile destruction, safeguards, transparency and reporting, other compliance mechanisms, cooperation and assistance as well as national implementation measures.


The study attracted considerable attention during the recent meetings of the Open-ended Working Group (OEWG) on nuclear disarmament. As well as being available on line, hard copies can be obtained from UNIDIR in the Palais des Nations, room A516.

Pillars: NPT Review Conference 27 April to 22 May 2015

With the Conference on Disarmament (CD) about to adjourn until 25 May, attention is turning to the Nuclear Non-Proliferation Treaty's Review Conference.  Every five years the NPT undergoes a major review (preceded usually by three preparatory meetings). Each review cycle culminates in a lengthy conference at which a 190 nations assess progress in implementing the treaty and decide what more needs to be done during the forthcoming 5-year period.

This self-imposed discipline of looking both back and forward is a healthy one (which the CD might do well to emulate). Looking back, the NPT parties will be be able to reflect that, subject to a successful resolution of the P5+1 negotiations over Iran's nuclear programme, there has been no further proliferation of nuclear weapons these past 5 years beyond the 9 states that already possess them. Plans by a number of possessing states to modernise their nuclear arsenals—so-called 'horizontal' proliferation—will, however, cast a shadow over the review.

If there's a shadow over the non-proliferation 'pillar' of the Treaty, for many states there will be a ray of sunshine on the nuclear disarmament pillar.  This is not, however, because of sustained reductions in the size of nuclear arsenals during the review period. It is because of the development since 2010 of a dynamic aimed at augmenting the unilateral and bilateral efforts of the nuclear weapon states with multilateral negotiations of further 'effective measures' for nuclear disarmament, as required by article VI of the NPT.

This development follows the so-called 'humanitarian initiative' which has highlighted the need for renewed urgency to eliminate nuclear arms. It has also served to expose the limitations of the method preferred by nuclear weapon states of proceeding 'step-by-step' towards that goal. Multilateral steps espoused by the nuclear weapon states, in fact, remain unfulfilled or are being blocked by some of those same states or are incapable of fulfilment for so long as the chronic paralysis of the CD continues.

'Nuclear Weapons: The State of Play 2015' by Gareth Evans, Tanya Ogilvie-White and Ramesh Thakur, a 'report card' on the 2009 report of the International Commission on Nuclear No-Proliferation and Disarmament (ICNND).

The two publications offer different insights into the challenges facing the 2015 review of the NPT.  But each report concludes that the prospects are 'dim' (RCW) and 'grim' (ICNND).

Effective Measures: New Blogsite


While this is the first posting on this site for several months, readers should be aware of postings on an additional site.  The new site stems from collaboration between UNIDIR and ILPI, the International Law and Policy Institute of Norway.

The joint UNIDIR/ILPI site - http://unidir.ilpi.org/ - is entitled ‘Effective Measures’.  This is a reference to the legally binding commitment under article VI of the NuclearNon-proliferation Treaty (NPT) that obliges all NPT parties to ‘pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament …’.

The new site, thus, concentrates on nuclear disarmament.  Its principal objective is to offer analysis and thoughts on the development of the humanitarian initiative on nuclear weapons.

“An Illusion of Safety: Challenges of nuclear weapons detonations for United Nations humanitarian coordination and response”: Findings

As mentioned in a previous posting, UNIDIR has just published its latest study on the humanitarian impact of nuclear weapons.     “An Illusion of Safety: Challenges of nuclear weapons detonations for United Nations humanitarian coordination and response” is now available on the Institute's website.
The study’s main findings are as follows:

1. The current level of awareness within the humanitarian system is generally low about the specificities of nuclear weapon detonation events or its ability to respond to them.

2. For the UN to offer or be called on to coordinate humanitarian assistance suggests an event is already beyond the capacity of the state or states affected to respond effectively to assist the victims. Moreover, as a rule it would depend upon an affected state requesting it, or on the existence of appropriate international decision-making if the government of that state had been incapacitated by the event.

3. The UN is unlikely to be able to offer much humanitarian assistance in the immediate aftermath of a nuclear weapon detonation, and it would take time for the humanitarian system to deploy.

4. At present there are a number of foreseeable challenges to the prompt and effective use of the humanitarian cluster system in the event of a nuclear weapon detonation.

5. Threat or fear of further nuclear weapon detonation events could vastly complicate decision-making about the nature and scale of humanitarian coordination and response, let alone its delivery.

6. Prevention is the best approach to the possibility of nuclear weapon detonation events. Those humanitarian actors in a position to do so, such as the UN, should plan for the likely challenges of “lower end” nuclear weapon detonations even if such a response is palliative. Such planning would, in reality, also reinforce the need for action to reduce the risk of nuclear detonations happening in the first place.

The study suggests that the humanitarian system consider the following:
1. Giving focused attention to the issue in the UN Inter-Agency Standing Committee (IASC);
2. Assigning responsibility to a new or existing IASC task team, and inviting the Inter-Agency Committee on Radiological and Nuclear Emergencies (IACRNE) to participate in the task team’s work;
3. Studying and simulating varied nuclear weapon detonation scenarios with a view to humanitarian response preparedness;
4. Including representative nuclear detonation scenarios in future revisions of humanitarian procedures for large, complex, sudden-onset disasters; and
5. Reviewing current capacities and plans.
For their part, states and the UN Secretary-General could consider:
1. Prompting relevant humanitarian agencies and specialized agencies such as the IAEA, WHO, and CTBTO to clarify their mandates, policies, roles, and capabilities with a view to responding to nuclear weapon detonations;
2. Accounting for how inter-state decision-making processes could impinge on timely activation of humanitarian coordination and response efforts in the event of nuclear detonation; and
3. Examining how eliminating the risk of nuclear weapon use can be better pursued through practical measures. While nuclear weapons exist, the risk of their detonation does too, whether caused deliberately or inadvertently.

Humanitarianism marks the broader mission of the United Nations, and since its inception the Organization has taken a strong stand in favour of nuclear disarmament. The initiation of specific planning for how to respond to a nuclear weapon detonation would appear to be logical and consistent with both these aims. The development of necessary understandings about decision-making and a protocol for planning can be based on existing humanitarian coordination practices and need not require sizeable resources. The rapid mounting of a well-coordinated response will have an impact in reducing the level of human suffering, even if it may not assist those directly affected in the immediate aftermath.

An Illusion of Safety: Challenges of nuclear weapons detonations for UN humanitarian coordination and response

UNIDIR has this week published its latest study on the humanitarian impact of nuclear weapons.    An Illusion of Safety: Challenges of nuclear weapons detonations for United Nations humanitarian coordination and response” is now available on the Institute's website.
The new study examines one of the conclusions of an international conference on the humanitarian impacts of nuclear weapon detonations held in Oslo, Norway, in March 2013 that it is "unlikely that any state or international body could address the immediate humanitarian emergency caused by a nuclear weapon detonation in an adequate manner and provide sufficient assistance to those affected. Moreover, it might not be possible to establish such capacities, even if it were attempted.”
UNIDIR’s study was carried out in cooperation with UNDP and OCHA and includes a foreword by Helen Clark and Valerie Amos, the heads of those two UN agencies respectively. The study describes the current humanitarian system, and considers challenges for its activation and operation in the face of a range of plausible, illustrative nuclear weapon detonation scenarios.
As a scoping exercise the study identifies specific issues that warrant further policy and operational attention in order to enhance civilian protection from nuclear weapons. It suggests steps the humanitarian system could take to better plan for such eventualities, and it reinforces the importance of preventing nuclear weapons from ever being used again in populated areas—whether deliberately or accidentally.
Even if the probability of a nuclear weapon detonation event is viewed as low compared with other sudden-onset disasters, it remains a real one. There are as many as 17,000 nuclear weapons in the arsenals of nine states, and growing evidence of accidents, mishaps, and near misses since their invention. The prospect of use of single or multiple nuclear weapons by a state, whether deliberately or inadvertently, cannot be excluded. A single nuclear detonation in an urban area by a non-state armed group is another possibility. 
Nuclear weapon detonations could occur in populated or remote areas, with differing implications in terms of harm to human life, infrastructure, and the environment. The consequences of even one nuclear weapon detonated in or near a population centre would be sufficiently disastrous that the United Nations-coordinated humanitarian system could be called upon to assist the victims.
UNIDIR’s study indicates that this would pose a number of serious practical and policy challenges for the humanitarian system. Problems range from the particular characteristics of nuclear detonations such as prompt radiation and radioactive fallout to large numbers of injured people with multiple trauma, serious burn injuries, and radiation-related illness, to widespread fear and disruption, and a low current level of awareness and planning for response. There are inadequate specific procedures and systems appropriate to nuclear weapon detonations compared to preparedness for civil nuclear accidents - from which such detonations differ in significant ways. Protection of humanitarian personnel is highlighted as a particular issue of concern.
In drawing attention attention to the immense challenges of preparedness and response to nuclear weapon detonations in populated areas, the study reinforces previous findings, such as those of the WHO in the 1980s, that the only really effective response to the public health effects of the use of nuclear weapons lies in preventing that use.

The Oslo conference on humanitarian consequences of nuclear weapons detonation




Dr. Patricia Lewis from Chatham House (and former UNIDIR Director) addresses the Oslo Conference explaining how nuclear weapon detonations work.

Earlier this month North Korea carried out its third underground nuclear weapon test. Beyond questions about the secretive North Korean leadership's rationale or the geopolitical equation to respond to this latest crisis, the bomb test underlined something else. The world is more interdependent and crowded than when nuclear bombs were dropped on Hiroshima and Nagasaki in 1945. What would be the humanitarian consequences be today of the detonation of a nuclear weapon in a populated area like a mega-city? And could the international community respond effectively to help those affected if it happened?

In 1987, the World Health Organization concluded that the “only approach to the treatment of health effects of nuclear warfare is primary prevention, that is, the prevention of nuclear war.” Since then, these questions have received little in the way of studied attention at the global level.

Existential dread about a civilization-ending nuclear war between the United States and the-then Soviet Union has receded. Instead, when considered at all, the risk of a nuclear weapons detonation is most often seen today through the prism of terrorism. Yet there are a number of other ways in which detonation of nuclear weapons could occur.

One risk is sheer mishap. The litany of accidents, near misses and incidents involving nuclear weapons safety and security is extensive, even based on what the world knows from declassified US military records. And those are only the ones we know of. The actual number is almost certainly higher, and in all the nuclear-armed states.

That large numbers of nuclear weapons are still kept ready to launch on hair-trigger alert more than two decades after the Cold War ended invites the prospect of accidental launch. As an influential 2008 study by the nuclear scholars George Perkovich and James Acton observed, “so long as large ready-to-launch nuclear arsenals exist (and especially if more states acquire nuclear weapons), the risk that these weapons will one day be detonated is not negligible”.

Combined with misperception between nuclear-armed powers during crises, this could result in nuclear weapons detonation. Fatigue, bias and straight-up errors have their parts to play. After the Cold War ended, new information came to light indicating that the world came even closer to nuclear war during the 1962 Cuban Missile Crisis than previously thought. In one instance, the exhausted commander of a Soviet submarine surrounded by US warships and running out of air ordered a 15-kiloton nuclear torpedo to be made combat-ready. As Brookings Institution scholar Michael O’Hanlon put it, “restraint is not a pre-determined outcome because one cannot predict how human beings will perform in various hypothetical circumstances.”

North Korea's secretiveness and unpredictability springs to mind here. But there are other situations of concern. For instance, India and Pakistan both have nuclear arsenals. The proximity of their armed forces along disputed lines of control means there might be little scope next time a rapidly escalating crisis occurs for political leaders to contain escalation to regional nuclear conflict.

Recently, Alan Robock and other scientists studied a scenario involving India and Pakistan each attacking each other’s cities with 50 Hiroshima bomb-sized nuclear weapons. Using climate change and other models, some of the human and environmental consequences were estimated. It turns out that this “limited” exchange would be on a par with predictions for death, disruption and nuclear winter predicted during the Cold War for a full-scale nuclear conflict between the two superpowers. These scientists concluded that even if one side’s attack did not meet with nuclear retaliation, radioactive fall-out and other forms of blowback would constitute “self-assured destruction”.

The direct death and destruction of nuclear weapons detonations would be horrific. People would be killed or horribly injured in large numbers. And the destruction of population centers due to the indiscriminate nature of nuclear weapons within their very large zones of effect would extend to obliteration of hospitals, clinics, transportation and other infrastructure necessary to treat and care for the many injured or dying and traumatized victims.

Nuclear weapon detonations would also cast radioactive materials into the high atmosphere, with implications for public health outside the bombed zone. Nuclear attacks on urban areas would create huge amounts of airborne soot, blocking sunlight and significantly reducing global crop production for up to a decade. On top of the millions of refugees and internally displaced people possibly created by the bombing, the world could have to contend with mass starvation.

Then there are the challenges of restoring global economic and technological infrastructure. The 2011 Japan earthquake-tsunami-Fukushima reactor disaster offered a foretaste of the problems caused by any kind of sudden global supply chain disruption. Detonation of nuclear weapons would create a situation dwarfing this, with knock-on effects on trade and the livelihoods of people all over the world.

It means that the consequences of a nuclear weapons detonation are a global concern. With this in mind, the Norwegian government decided to convene an international conference in Oslo to begin to discuss how well the international community is prepared (or not). Norway invited all governments, UN humanitarian agencies, the Red Cross and Red Crescent Movement and selected civil society experts, making this a truly global event. 132 governments have confirmed their participation.

The Conference began today, and I blog this from the meeting room itself. It follows a lively civil society forum held this last weekend in Oslo, organized by the International Campaign to Abolish Nuclear Weapons. Although not connected to the Oslo Conference, that forum underlined the high degree of civil society interest in how the inter-governmental conference gets on.

The Oslo conference is a first step. All governments, including President Obama’s administration, should welcome it as a means to focus minds on the practical risks nuclear weapons pose, and what is required to address these dangers. As Obama himself said in Prague in April 2009,  “One nuclear weapon exploded in one city—be it New York or Moscow, Islamabad or Mumbai, Tokyo or Tel Aviv, Paris or Prague—could kill hundreds of thousands of people. And no matter where it happens, there is no end to what the consequences might be—for our global safety, our security, our society, our economy, to our ultimate survival.”

However, the US government - along with China, France, Russia and the UK - has shunned the Conference. They claim it is a distraction.

This looks weak to many. Other nuclear weapon-possessing states (India and Pakistan) are attending the Oslo Conference. And it has handed activists a small victory: they ask why nuclear weapon states claiming to adhere to international rules including humanitarian law don't want to talk about the consequences. It is a good question, indeed, in view of these massively destructive weapons.
